Community Sector Workforce Capability Framework

What the client wanted

The not-for-profit sector is characterised by diverse kinds of organisations, some of which do not have well-developed human resources infrastructure. For these organisations recruitment and retention, performance management and career pathways are often a challenge. The Office for the Community Sector identified the need for a resource to support HR across the sector.

What we did

State-wide consultations showed that a capability framework that describes good practice and sets out transferable skills would be welcomed, so we developed a flexible framework that Community Sector Organisations could take and contextualise to support their HR practices.

The result

The end product of our work can be seen at the Department of Human Services’ Workforce Capability Tools website. The Community Sector Workforce Capability Framework has since been used in community organisations involved with:
  • community arts
  • sport and recreation
  • the environment
  • as well as the funded sector, including disability, aged care, welfare, and homeless organisations.
